Application Fee: The application fee includes a basic administrative fee of Rs.800 plus a registration fee for the course applied. Mode of Payment: Payment for the CMC Vellore MBBS 2015 exam can be done either online or offline.
Online Payment Mode: The online payment can be done through Credit or Debit Card. If the transaction is not successful please wait for 24-48 hours. The transaction is likely to be completed OR will probably be refunded to you by your bank in which case you will need to do the payment process again. If payment has been debited, please send an email to [email protected]
Offline Payment Mode: Demand draft in favour of ‘C.M.C. Vellore Association’ from any Scheduled Bank, payable in Vellore. Keep the demand draft ready before filling the CMC Vellore MBBS 2015 application form. Bank Challan: Candidates can pay CMC Vellore MBBS 2015 exam fee through ICICI Bank Challan at no extra cost at any branch of ICICI bank in India. A challan will be generated when filling payment details in the application form. Please mention FC-CMC-V on the challan. Candidates must send the original challan to examination authority on or before April 2, 2015.

So, yes NEET will be the only entrance test conducted for admission to MBBS
Yes, you are eligible to write NEET from UP, even though you want to take admission in a college of Delhi. The admission is taken on the basis of your marks and rank, so it does not matter from which state you have given the exam. But you won't get the benefit of state quota.
