JKCET Medical 2015: The JKCET Medical 2015 entrance exam is conducted for admission to medical undergraduate course like MBBS, BDS. The state level entrance exam is conducted byThe Jammu and Kashmir Board of Professional Entrance Examinations (BOPEE). The application procedure for JKCET Medical 2015 has started from Feb 17, and will continue till March 11, 2015. The exam is s scheduled to be conducted on May 30-31, 2015. A total 50% of seats are under Open Merit or general category, other 50% is distributed among the reserved category candidates.

JKCET Medical 2015 Eligibility: The candidates applying for JKCET Medical 2015 must fulfill the following eligibility conditions,
a) Candidates must be permanent residents of J&K State as defined in Section 6 of the Constitution of J&K.
b) Candidates must have passed HSC (12th / 10+2) or an equivalent examination from a recognized statutory Board/University with 50% marks in aggregate in case of open merit category, and 40% in aggregate for reserved categories.
c) Candidates must have passed 10+2 examination with English, Physics, Chemistry and Biology, as elective subjects for admission to MBBS, BDS programme.
JKCET Medical 2015 Application Procedure: The application procedure for JKCET Medical 2015 is in online mode only. The procedure will start from Feb 17 and will continue till March 11, 2015. Candidates must visit the official website and fill the forms along with the application fee of Rs. 1000, to be paid online or via bank challan.
The candidates of open merit need not to submit any Confirmation Page in the BOPEE office. However, the candidates claiming benefit of any reserved category have to submit Confirmation Page of their online Application Form along with the attested photo copy of the reserved category certificate in the office of the J&K BOPEE of Professional Entrance Examinations,(BOPEE) .
The reserved category candidates, who fail to deposit their Confirmation Page of Application Form complete in all respects by or before 11th of March, 2015 up to 5:00 P.M., shall have to pay a late fee of Rs. 1000/-
JKCET Medical 2015 Exam Pattern: The JKCET Medical 2015 exam will have 2 papers each for Physics, Chemistry and Biology groups- Paper A and B. Paper A will have Physics and Chemistry with 120 questions and Paper B will have Biology with 60 questions. The overall exam will be objective type test with multiple choice questions. There will be a negative marking of 0.25 for each wrong answer.

So, yes NEET will be the only entrance test conducted for admission to MBBS
Yes, you are eligible to write NEET from UP, even though you want to take admission in a college of Delhi. The admission is taken on the basis of your marks and rank, so it does not matter from which state you have given the exam. But you won't get the benefit of state quota.
