The question booklet of MH CET 2015 had 200 multiple choice questions from Physics, Chemistry and Biology subjects. MH CET Medical 2014 entrance exam was held for admission to 3010 MBBS and 30 BDS seats in Government and Private medical institutions of Maharashtra. Out of 30 Medical colleges, 18 are state government medical colleges and rest is private medical institutions.

So, yes NEET will be the only entrance test conducted for admission to MBBS
Yes, you are eligible to write NEET from UP, even though you want to take admission in a college of Delhi. The admission is taken on the basis of your marks and rank, so it does not matter from which state you have given the exam. But you won't get the benefit of state quota.
