with 530 marks in neet 2020 will i be able to get a government seat in Kempegowda institute of medical sciences BANGLORE ( i have 85% state quota and im OBC category and i also have rural quota).
In neet 2019, 447 marks was the lowest marks that was required for obc category for getting a seat in Kempegowda Institute of Medical Sciences, Bangalore under karnatka state quota
But cut off marks keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
So , an obc category student should try to get at least around 480-500 marks to be on the safer side in neet examination to get into Kempegowda Institute of Medical Sciences, Bangalore.
So , yes with 530 marks you can get into Kempegowda Institute of Medical Sciences, Bangalore under state quota

Since the cut off in 2019 for UP state was high we can expect the same this year depending on difficulty of exam, number of seats available, number of candidates applied etc.You have not mentioned your category. If you belong to general category you need to score 640 or above, if you belong to OBC you need to score 630 or above, if you belong to SC category you need to score 530 or above, ST category 360 or above for EWS category 610 or above to have decent chances of getting seat in GMC.However, cut off may increase or decrease depending on the factors mentioned above.

In the upcoming time, whenever you fill the NEET UG entrance exam's application form, you will have to choose the qualification code as per your degree.
You haven't mentioned whether you did undergraduation during the time after 2013 or didn't go for any course.
So, if you took drop and didn't go for any course in between, your code will be 2. Else, it may vary as per the qualification accordingly.
