AIPMT 2015 Applications begin from December 1
Central Board of Secondary Education (CBSE) has announced the AIPMT 2015 application form for admission to MBBS and BDS seats under 15% All India Quota in Government medical and dental colleges of India excluding Andhra Pradesh, Telangana and Jammu & Kashmir.
The AIPMT 2015 application form is available online from 1 December, 2014. Aspirants can submit their online forms up to 31 December, 2014. In case, a candidate misses the registration date he/she can fill up the AIPMT 2015 application form until 31 January, 2015.You can apply for AIPMT 2015 here.

Candidates can apply for AIPMT 2015 only in the online mode. The fee for applying for the exam is Rs. 1200 for General/OBC students while it is Rs. 650 for SC/ST/PH candidates. For candidates in the late fee category, the fee is Rs. 2400 for General/OBC while it is Rs. 1850 for SC/ST/PH candidates.
If you are paying by way of Credit or Debit card the last date for final transaction of fee applicable for online application registered on or before I December , 2014 is 1 January, 2015. For candidates who are paying via E-Challan, the last date for payment is 2 January, 2015.

In the online application for AIPMT 2015, candidates have to upload a scanned image of their photograph in JPG format, which should between 10Kb to 100Kb in size.
The signature of the candidate should also be in JPG format and of size 3Kb to 20Kb.
At the time of registering for AIPMT 2015, candidates need to keep the following documents in hand for future reference:
Proof of remittance of fee
Computer Generated Confirmation Page of online Application
Self Declaration(for candidates from Andhra Pradesh, J & K and Telangana who have opted for seats under 15% All India Quota).

Fill the Online Application Form and note down the Registration Number
Upload photo, signature, Left Hand Thumb Impression and Self Declaration*
Make Payment of Fee through Credit Card/Debit Card or by e-challan
Print Confirmation Page after Successful remittance of fee.

As per the age criteria for NEET, candidates need to attain 17 years by 31st December of that appearing year, so yes you can appear for NEET based on this.
You also need to fulfill other eligibility criteria as mentioned below;
Passed or appearing 10+2 from a recognized board with Physics, Chemistry, Biology/Biotechnology and English as core subjects, those having Biology as an additional are also eligible to apply.
PCB aggregate against each category as mentioned below should be attained;
- UR - 50%,
- OBC/SC/ST - 40%,
- PWD - 45%

I got 164/300 in PCB , I am from obc category. I am pass in all subjects and english is my core subject physics- Theory-23 practicle-28 chem- T-23 p-28 bio- T-34 P-28 my score is less in theory than practicles in physics and chemistry.. Is I am eligible for NEET??? And for colleges like Aiims?
if we get 59 percentage in board examination then we are prepare neet
Actually your overall % obtained in class 12th board examination is not considered for Neet eligibility , only your aggregate in PCB is considered
And you have not mentioned your aggregate in PCB i.e physics chemistry and Biology .
Neet eligibility criteria says that,
to be eligible you must have passed your 12th with English and PCB (pass in both the theory and practical ) with at least 50 % in aggregate of PCB ( in theory +practical) in 12th examination if you belong to general category or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st .
If you fulfil this criteria then only you are eligible for NEET
