In Budget 2014 session, Finance Minister Arun Jaitley said that government will set up 4 new All India Institutes of Medical Sciences (AIIMS) in the country. The new AIIMS will be established in Andhra Pradesh, West Bengal, Vidarbha and Purvanchal in Maharashtra and Uttar Pradesh respectively. However, the finance minister has also proposed for establishing 12 more government medical colleges. Arun Jaitley mentioned that Rs 500 crore has been allocated for the 4 new AIIMS.
While tabling the 2014 budget on July 10, he also said that the other six AIIMS which was established under Pradhan Mantri Swasthya Suraksha Yojana at Jodhpur (Rajasthan), Bhopal (Madhya Pradesh), Patna (Bihar), Rishikesh (Uttarakhand), Bhubaneshwar (Orissa) and Raipur (Chhattisgarh) have become functional.

Each new AIIMS established have 100 intakes and begin its academic session from August 2014. Admission to these AIIMS like institution will be done through AIIMS MBBS 2014 exam, conducted by AIIMS, New Delhi.

At present, there are 7 AIIMS are in operation in India including AIIMS, New Delhi. All India Institute of Medical Sciences was established by an Act of parliament of 1956 as an autonomous institution of national importance.

state level counselling for 85% seats will be organized separately by the respective state authorities . Candidates appearing for NEET 2020 and clearing NEET cut off required by the RESPECTIVE COLLEGES can apply for admission in that college through counselling.
But as you have mentioned about three states, these all three states are open states where students from other states can also do counselling and get MBBS seat.
you can participate in counselling 2020 of three states ie Kerala, Andhrapradesh and Tamil Nadu.
But conditions are applied for different states which are as follows
(1) Kerala - If you will appear for neet from Kerala or you have domicile of Kerala then expected cut off for general category is 447+ , for obc is 366+
cut off will be higher for non domicile students ie 493+
(2) Andhra Pradesh - it is also open state where other state students can apply.
for non domicile students fees will be higher ie 13 lakh per annum and cut off 287+
(3) Tamil Nadu - for non domicile students fees willb higher ie 10 lakh per annum and cut off 300+
