NEET PG 2018: NBE to announce more test centres including Noida, Ghaziabad and Gr. Noida
NBE (National Board of Examinations), the exam conducting body of NEET-PG 2018, is soon to announce additional test centres and testing seats for the cities where available seats have already been filled. As per the public notifications dated November 2 & 8, 2017, new test centres and testing seats for NEET PG may be made available in following cities, besides others:

Kerala
Tamil Nadu
Karnataka
Maharashtra
Telangana
Andhra Pradesh
For candidates, who are desirous of appearing for NEET PG 2018 exam in Delhi centres, they can choose from the following cities:
Noida
Ghaziabad
Greater Noida
NEET PG 2018 Registration guide: How to fill NEET PG application form 2018, if no testing seat is available in your state of preference?
In case no testing seat is available: At the time of registering for NEET PG 2018, if a candidate finds that no testing seat is available in their state of preference, then they should choose ‘Others’ as the option at the time of selecting state in which they wish to appear for the NEET PG exam.
NOTE:Candidates will be informed about the final city allotted to them for appearing in NEET-PG 2018 exam by December 7, 2017. However, the exact test venue in the allotted city will be informed only through NEET PG Admit card 2018, which will be released approximately four days before the exam.
However, it must be noted that NBE reserves the right to allot any city to the candidate based on the availability of seats. Although, NBE always try to ensure that candidates are allotted a testing centre/seat in the state same as their correspondence address.
NEET PG is a single window entrance examination for admission to all MD/MS courses of government, private and deemed medical institutions in India. NEET PG 2018 is scheduled to be held on January 7, 2018. The last date for online registration and submission of NEET PG 2018 application form is November 27, 2018.

The first step is to clear MCI screening test and get a licence to practice and then you can appear for NEET PG exam.
As per a proposed bill MCI screening test and NEET PG exam in which those students who qualifies the exam will get licence to practice in India and the merit students will be called for counselling for PG seats.

Re - Percentage Scored in Qualifying Exam. I graduated from a medical college. Theres no CGPA and for NEET PG we usually enter percentages for all years separately. For SSC-CGL, does it refer only to final year or the average of 4 years?

The eligibility criteria for SSC CGL 2020 for Junior Statistical Officer post is that a candidate must have passed Bachelor’s Degree in any discipline from a recognized University with minimum 60% Marks in Mathematics in 10+2 level or must have passed Bachelor’s Degree in any discipline with Statistics as one of the subjects. For Assistant Audit Officer/ Assistant Accounts Officer and all other post a candidate must have passed bachelor's degree from a recognized board.
So there is no minimum percentage required in qualifying exam to be eligible to appear for SSC CGL but in the application form you have to enter the education details, you have to enter the aggregate percentage that you have scored in all semesters/years in the qualifying exam.

If a student belongs to obc category then his/her category should be mentioned in the central list of obc caste. And since you friend belongs to general caste according to the central list therefore she has to apply as a general candidate and not as an obc candidate.
