FROM THIS year jipmer and aiims has included in neet exam, admission on jipmer and aiims will be done on neet score only, and there will be no separate entrance test, right now you need to just apply for neet exam form which is the only gate way entrance test for all government and private medical colleges of india.

I think that you have some misunderstanding about the fees structure. AIIMS fees is low than 10,000 Inr. If anywhere, mentioned Course fees Rs 5.83 k then it means 5,830 Rupees.

AIIMS MBBS and JIPMER MBBS exams are now merged into NEET. From 2020, NEET will be the single entrance exam for all UG medical courses in the country including AIIMS and JIPMER. So you should fill NEET application form. NTA has released the NEET 2020 application form on December 2.

From 2020, NEET will be the entrance exam for admission to all Medical colleges including AIIMS and JIPMER. Once the NEET results have been declared, the DGHS will conduct the counselling on behalf of the NMC.
As of now, the process of admission based on NEET score for AIIMS ans JIPMER is not clear yet. So please keep an eye on the official websites of both AIIMS and JIPMER.

According to the bulletin provided by NEET 2020, a candidate must score a minimum of 50% in 12th standard to be eligible for the NEET exam. But that's the case for general category students. For SC, ST and OBC students there is a relaxation of 10%. They need to score, more than 40% in their 12th board to be eligible here.
Now speaking of AIIMS home state reservation process; as per now there's no information regarding any home state reservation for AIIMS. Considering last year there was no home state reservation for AIIMS colleges. Since this year AIIMS has merged with NEET ; yet it's unlikely to happen as there are only 15 AIIMS colleges in India.So, there is no AIIMS college in almost half of the states. But it's not official yet! AIIMS is supposed to publish their own bulletin regarding this! Which they are yet to publish.
But as it seems the 85% reservation for home state ; is very very unlikely to happen. It's safe to say for now that it won't be the case. You can apply for any AIIMS college with out any restrictions; that was the motto last year and probably this year too.
