Usually, number of government dental services seats for EWS candidates is very limited but reserved.
It is possible to get entry with an AIR of 2238 considering a fair chance out of the not too competitive states or colleges, but I wouldn't bet on it for top-tier government colleges as the cut offs tend to be high. I would suggest that you take part in the counseling rounds and look through the category wise seat matrix for the states of your choice.
