In India, MBBS admissions come with a unique feature - the bond. This may be a service bond or an admission bond. The former is for service to the state after course completion while the latter is to discourage discontinuation of studies midway or shift to other colleges.

Now, the admission bond is mostly applicable for most deemed-to-be universities and private medical colleges and also some government colleges. However, the service bond applicable to students varies with the state in which they are pursuing the course. In either case, breach of the bond conditions invites very hefty penalties, ranging from a somewhat-reasonable Rs 1 lakh for dropping out of a college without completing, to an astronomical Rs 1 crore for not serving the state. The bond system and its penalties exist mainly for public medical colleges where education is highly subsidised by taxpayers.

Here, we look at the state-wise bonds applicable for MBBS admissions. These bonds are to be signed by the students after seat allotment and confirmation, following NEET counselling. In most cases, it is a simple signing of a notarised document that states the bond clause and is applicable if students do not adhere to the admission policies. The clauses mentioned here pertain mostly to government colleges unless specified otherwise.

NEET UG: Bond Details State-Wise

Andaman & Nicobar

  • Students getting admission will be required to serve in the islands for at least one year and the penalty for default is Rs 10 lakh.
  • Students will be required to sign an undertaking that he or she will not leave India for a period of five years from the date of obtaining the degree. Defaulters will have to pay Rs 10 lakh as penalty.

Assam

  • All candidates are required to complete the course and internship.
  • Candidates must also serve the state government for a minimum of five years if offered an appointment in state government’s health or allied sector including agencies, institutions under National Health Mission (NHM) and/or any other state or central schemes, including at least one year rural service on completion of MBBS course.
  • The services of the students can be utilised in any hospital or medical institutions within Assam where there is need for a doctor.
  • For breach of this agreement, the penalty is Rs 30 lakh for MBBS students, Rs 20 lakh for BDS.

Andhra Pradesh

  • If a student who has joined a course leaves before the last date for free exit, they have to pay Rs 3 lakh and 18% GST.

Arunachal Pradesh

  • The state government can engage the student in contractual or emergency compulsory service at remunerations fixed by the authorities.
  • If the student is selected for regular employment in the state government, they must serve the state for a minimum of three years including one year in rural and far-flung areas.
  • In case of breach, the penalty is Rs 10 lakh.
  • If a student wishes to pursue a postgraduate course or join an NGO within Arunachal Pradesh or any other state of India or abroad immediately after graduation, they must first obtain a ‘No Objection Certificate’ (NOC). The representation will be settled within 90 days. The government may also reject it.

Armed Forces Medical College (AFMC)

  • Candidates have to serve as medical officers in the Armed Forces Medical Services (AFMS).
  • The bond amount is Rs 61 lakh.

Chhattisgarh

  • Government college students have to work for two years in rural areas as a medical officer in Government Health Centre or as junior registrar or junior resident in government medical colleges.
  • The penalty is Rs 25 lakh for general category students; Rs 20 lakh for reserved categories.

Dadra Nagar Haveli

  • Candidates have to serve up to two years in Dadra and Nagar Haveli or Daman and Diu, or any other place specified.
  • Penalty for breach is Rs 10 lakh.

Faculty of Medical Sciences (FMSC) Delhi

Candidates have to sign a Rs 3 lakh bond and two sureties. Penalty will be imposed if

  • A student surrenders a seat after joining the institution in violation of MCC rules.
  • The student does not join the institution after seat allotment in the stray vacancy round of NEET counselling.
  • A student leaves the course before completion.
  • Admission is cancelled or terminated on account of unsatisfactory performance, misconduct or indiscipline.

Goa

  • Candidates have to serve the government for one year after course completion.
  • Penalty for dropping out or not serving is Rs 10 lakh.

Gujarat

  • Graduates of Gujarat Medical Education and Research Society (GMERS) colleges have to undertake one year of rural service .
  • Penalty for breach is Rs 2 lakh. For MP Shah Government Medical College, Jamnagar, the penalty is Rs 20 lakh.
  • Candidates availing financial aid through state schemes must also put in one year of rural service or pay Rs 20 lakh as penalty.

Haryana

  • The student must sign a Rs 10 lakh bond; the amount will be collected if the student drops out of government, aided or private college.
  • Defaulters will be debarred from pursuing MBBS or BDS for the next three years.This is for management seats as well.
  • In case of private institutes, candidates will pay the bond money and also the academic fee of the session they are dropping out of and 50 percent of the next session’s academic fee.

Himachal Pradesh

  • Candidates who leave the course after the last cut-off date of admission, will have to pay tuition fee of the entire course.
  • The bond amount is Rs 10 during admission.

Jharkhand

  • Admission must be confirmed if a seat is allotted.
  • Penalty is Rs 20 lakh for dropping out of course.

Karnataka

  • One year compulsory rural service in a government hospital.
  • Candidates get only temporary registration till completion of this service.

Kerala

  • Penalty of Rs 10 lakh for MBBS seat, Rs 5 lakh for BDS for violation of admission conditions.

Madhya Pradesh

  • Rs 10 lakh for MBBS and Rs 5 lakh for BDS candidates who discontinue after admission.
  • One year of compulsory rural service
  • 5 years of compulsory rural service for students supported by the CM Medhavi Vidhyarthi Yojana.
  • Penalty for breach of service condition is the same as discontinuation of course.

Maharashtra

  • Government or municipal college students must sign a “social responsibility service” bond promising to serve the state or local government or defence services for one year after internship.
  • Penalty for non-compliance is Rs 10 lakh.
  • Candidates in government-aided and private unaided medical colleges availing fee reimbursement or scholarship support from the state have to serve as medical officer in rural and tribal areas of Maharashtra.
  • Penalty for breach is the full fee plus interest.
  • Allotment of social responsibility service is by the Directorate of Medical Education Research, Mumbai and Directorate of Health Services, Government of Maharashtra.

Manipur

  • Penalty for dropping out once the course has started is Rs 2.5 lakh.
  • Penalty for leaving before the course commences is Rs 1 lakh.

Meghalaya

  • 5 years of rural service after completion of course.
  • Student has to sign a bond with surety of Rs 30 lakh which will be collected in case of breach.

Odisha

  • Discontinuing after admissions will invite a penalty of Rs 1 lakh.

Puducherry

  • Discontinuation of the course carries a penalty of Rs 4 lakh.
  • Students withdrawing a day before counselling closes will have to forego the caution deposit of Rs 20,000.

Rajasthan

  • Students in government, government-society colleges and Rajasthan University of Health Sciences College of Medical Sciences (RUHS CMS) must serve the state government for two years.
  • Penalty for non-compliance is Rs 5 lakh.
  • Same penalty for discontinuing a course. Candidates joining RUHS CMS or Jhalawar Medical College (JMC) Jhalawar have to sign an additional bond that says they will pay the fees of all remaining semester of the course if they drop out.

Tamil Nadu

  • Serve five years in rural areas.
  • Penalty of Rs 5 lakh in case of breach.
  • Rs 1 lakh penalty on students dropping out before a specified date after admission
  • Discontinuation after that date will lead to a penalty of Rs 10 lakh.

Telangana

  • Rs 3 lakh bond amount to be paid in case of discontinuation.

Tripura

  • Serve government of Tripura for five years after graduation.
  • Penalty for failure to serve is Rs 20 lakh.
  • Same penalty for discontinuation of the course after admission and before completion.

Uttar Pradesh

  • Two years of service to the government after graduation.
  • Rs 10 lakh penalty for breach of that bond.

Uttarakhand

  • Five years on contract basis as medical officer in a government hospital or health centre located in the hilly regions for graduates of government colleges.
  • Penalty in case of non compliance is Rs 1 crore.

West Bengal

  • Rs 1 lakh for discontinuation.
