In state counselling merit list will be produced only of that particular state. 

Like for example Karnataka conducts exam called as KCET for undergraduate course. 

Then the merit list will be formed only of Karnataka students.  And seat will be allotted based on rank and preference.

In all India counselling they display the fee structure of colleges and we can get the fee structure from the institution list that has been published in MCI website.

Fee structure includes the course fee the hostel fee and also the NRI fees.
