Hello Ellora,
According to the NEET MDS eligibility criteria, candidates must possess the permanent or provisional registration certificate issued by DCI or State Dental Council (SDC) by March 31, 2019.

If you have the provisional registration ceritificate then you are eligible to apply for the exam.
