If you Consider last year cutoffs then the closing rank for Anaesthesiology was around 6200(Closing General rank for MD seats). ut if you consider DNB then it was around 14000.

So you can easily get a DNB Anaesthesiology  with this rank.

For a rank of 15600,is it possible to get md medicine in govt or semi private institutes or govt seat in private college?

Chances would be less to get admission in MD General Medicine through All India Counselling. You can get General Medicine in Deemed Universities through Management quota. You have chances to get a seat in MGM Medical College, Aurangabad, Sri Devaraj URS  Medical College and other colleges also.
