As you mentioned you are from UP which means you may have a domicile certificate of UP. That means you can apply for state counselling from UP. Also if you want an MBBS seat in tamil nadu you will have to apply via all India quota counselling.

Sorry to say but it's true that your score is too low. You cannot expect any government or semi government college at this rank.
If you can afford then you can go for counselling and take admission in any private college else go for coaching this year .

I dont think they take admission on the basis of NEET marks but on the basis of your class 12th aggregate in which you have to score a minimum of 70% in pcb in from OC.It's based on +2 mark. While 15% ( VCI quota) is from NEET.
