As for any medical college be it private or government in any state 15% seats will be reserved for all India quota and the rest will be filled by the state quota. Out of the 15% seats for the all India quota the SC category will receive

The problem of unable to pay the registration fee occurs sometime due to various factors. majority of time the main reason is the overloading of the network traffic which is unable to process. So do try after some time is in also check out the last date

There is no fixed number of application for the counselling,All those candidates who qualify the minimum criteria and percentile will get for  the NEET PG Counselling.

You need to qualify NEET PG 2019  to take part in the counselling of NEET PG 2019.

i think you can not attend as you have applied for all india quota govt. and paid for this only. in case you want to attend management quota round than talk to the commity but according to terms you can only attend for those counselling for which you paid.
