The student Should satisfy following eligiblity,

The student have completed his MBBS in Telangana.The candidate should be local candidate of Telangana.You should have studied MBBS in Telangana.Unless if you satisfy the above criteria you should not claim State Quota for Telangana in Govt Colleges.Refer this below link

this thing is depend on the college but in some government college i have seen that student have to pay one year fee. in deemed university it may follow same pattern or you may contact to admin of the college. they will tell you how you fill the fee.
