See in general case, it isn't allowed, You have to report in person. But in some dpespec cases, letter with reason and doctor certificate, it might be allowed only if the council finds it apt(Probability is very low). So if you are not having a severe health issue,

For admission to various post MBBS DNB courses, merit list of NEET-PG 2019 shall be utilized by National Board of Examinations.
No separate DNB CET shall be conducted.

According to your rank, chances would be less to get a seat in government colleges through All India Counselling.
You have chances of admission through Deemed Universities Counselling. There are chances of admission in Kasturba Medical College, JSS Medical College and other colleges.
