Yes if you belong to UP then you will be eligible to apply for the management quota seats in Tamilnadu private colleges.

Careers 360 does not runs any college.

And Based upon your score in NEET 2018, you won't be able to get admission in any government, private or Deemed medical colleges as your score is very low.

Here is a list of all government medical colleges in Tamil nadu and their respective cut offs in 201u for the BC category. Considering your rank and previous years cut off you seem to have a fair chance.
