State open schooling or NIOS students are eligible for appearing the exams like NEET, AIIMS, JIPMER as the required criteria is that student should has pass class 12th board exam or any other exam equivalent to it from any recognized board or University (here comes NIOS/state open school)
Whether you will be accepted at the counseling for AIIMS 2019 depends whether you clear the AIIMS exam this time. It also depends on your rank and the percentile score.
