The registration started from November 30, 2018, and went on to January 14, 2019.

You don't have to make any payment during basic registration. After you complete Basic registration, your applicatiom will be either accepted or rejected. You can only make payment if your basic registration has been accepted. Then you move to final registration. You generate a code and then make a payment.
