You must follow NCERT books for all kind of medical exams because these exam mainly takes questions directly from NCERT books also you should do previous 10 year questions this might be the best possible way to prepare for the exam.

You need to vacate the State College Seat
They will return money any if refundable
Take the original documents and submit it in AIIMS
The ones that have not got a seat in 1st counselling and any extra candidates if named in 2nd list for 2nd counselling

This sure that you will get aiims as cutoff for OBC is 3221. However your OBC will help you to get Delhi aiims so chances are fair.
