As per the official there is no any such kind of restriction in AIIMS & JIPMER so private students are eligible for AIIMS & Jipmer. You can check the eligibility of the exams with the given below links.

I guess you are asking for number of attempts for AIIMS entrance exams. As per the information, there is no limit to appear for AIIMS entrance exam. You can apply for it as many times you want.
