Thats very mindful of you that you are considering these points in your mind before the exam .  And following are the guidelines about time of commencement of examination:

For morning shift an applicant should report at the exam venue by 08.00 am. Entry to examination centre closes

For a UR candidate it is generally advised to cross 160 and for the OBC 153 ,SC 143 ,ST 123 , NRI/OCI 144 .

As there are only 200 seats available and the cut off depends upon the number of students appearing and the toughness of the paper .
