As you have completed your 12th in Telangana but mbbs in AndhraPradesh.it doesn't depend on where you study from ,it totally depends on where from you're like your address proof and your aadhar card or ration card address determines the region to which you'll be local .Hope this
Sorry to say the chances the very low to get clinical subject in government colleges. However you can try some private colleges through Managemnet seats for subjects like Anaesthesia, Community Medicine or Diploma in Clinical subjects.
