the college institution from where you have done your diploma has got nothing to do with the institution from where you do your masters in availing the all India quota or State quota for if you are wanting to avail service quota then usually that will be three years state
I doubt that many seats shall be opened every year because you need to have that type of infrastructure and faculty to run a medical pg seat. But yes, number of seats will be increased due to MCI notification which asks medical colleges to convert their Diploma seats to MD/MS
