With AIR 25070 and score 499 in NEET PG 2025 under EWS, it is not possible to get MS General Surgery or Orthopaedics in any government college through AIQ.
These branches usually close at much higher ranks (within 12k–15k for General Surgery and even earlier for Orthopaedics).
Your chances in AIQ government quota for these subjects are very slim. You may try in state quota counselling where cut-offs go higher.

But you still have a chance in para-clinical branches (like Pathology, Microbiology, Pharmacology, Forensic, etc.) and in some states during state counselling you may get less demanded clinical branches such as Anesthesia, Radiotherapy or Psychiatry depending on seat availability.
I’ll suggest you keep an eye on both AIQ and State Quota counselling, and also consider DNB seats, since they usually go lower in rank compared to MD/MS in government colleges.
