Since Haryana is your state of domicile you would be applying for the AIQ seats in Karnataka . If  you have already registered then yes you can take part in the second round of counselling for Karnataka , even if you haven't participated in the first round .

Yes,you can get a seat but if you ate preferring Government College then its not possible.

You can refer private colleges for admission.Minimum score to be secured by Sc are 40 percentile that is 280 minimum.
