I think that you will not be able to get General Surgery on such a rank because PGI Chandigarh has 20 seats allotted to total clinical and non-clinical.

There are only 26 seats for the MD/MS course in all branches together for the general category students. Though your rank in great but chances seem a little less as PGI is among the top colleges. You can still try for the Non Clinical seats in the counselling.

For General category, the cutoff rank is 3776 or 55th percentile, so yes you have a high chance of getting admitted.
