Yes you can take admission on merit basis.Earlier for admission to BA English university used to conduct CATE exam but it scraped off in 2013 around.This year also there will be no cate exam.Admissions will be on merit basis this year as well.

Admission to political science Hons course in University of Delhi is done on the basis of merit declared by the colleges. CATE exam is not required for admission to this course.
