You may not get Delhi or Jodhpur as per your category rank. Below, I am mentioning  concluded details from three rounds for SC category in 2018 which contain last ranks (AIR, SC cat. Rank) with allocated colleges, on that basis you might decide your priority order –

I sure that you mean 49 percentile in AIIMS 2019 which tells that you are qualified. But cannot get a seat in any of the AIIMS (including new ones) as last year cut off for OBC(NCL) was 99.1600595 percentile with corresponding rank 3221 and for OBC was 97.3549899

As per the previous year cut off to get a confrim seats in any aiims you must atleast have the rank below 2.5k where this rank would be under the OBC category along with that for clear cut of the cut of rank please do check our below

while comparing the 2 new AIIMS ie AIIMS PATNA and AIIMS RISHIKESH i would suggest you to opt for AIIMS PATNA as it is at par with all modern systems, technologies and the patient footfall too is better than AIIMS Rishikesh thereby providing you more exposure to patients.
