     Congratulations on your AIIMS rank. According to previous year counselling, you have very fewer chances to get into AIIMS New Delhi, AIIMS Jodhpur. But you can very well try for AIIMS Bhopal, AIIMS Patna,  AIIMS Rishikesh, AIIMS Raipur, AIIMS Nagpur, AIIMS Bhubaneshwar and many of the lower AIIMS.

But the question is whether i am able to take admission through hindi level caste certificate (signed by block as well as sdo) in aiims

With category rank 12648, its not possible to get a seat in any of the AIIMS. As the last year 2018 cut off AIR was 14510 and category rank was 304 for SC and the college allocated was AIIMS Mangalagiri with same rank.
