In AIIMS Delhi, out of the 100 seats, 5% seats are reserved for persons with benchmark disability (PWBD) as per provision of Rights of persons with disabilities act, 2016 shall be provided with horizontal basis, in the seats available. It is subjected to medical fitness by medical board

As per the eligibility criteria for NEET and AIIMS for 2018, the minimum age of candidate should be 17 years. The candidates born before or on 1st January 2002 are not eligible. Considering your date of birth, you are eligible for NEET and AIIMS from 2017.

The cutoff depends on the difficulty of the paper which varies each year, so, it would be meaningless to state the cutoff marks. What matters is the rank.
As per the AIIMS MBBS cutoff 2018, candidates belonging to General Category requires to score at least 50% marks in the Entrance
As per the eligibility criteria for AIIMS 2018, the age of a candidate should be minimum 17 years on that year of examination. And there is no age limit to give AIIMS entrance exams. So, now you are eligible for AIIMS. But rules may change. Be updated.
