If you cannot submit your ews certificate during counselling process then you will be considered under general category. That means you are not using the benefit that you have. Yes , you can enter counselling as an unreserved or general category candidate but you will have much chances of getting a good seat in good college.There is no harm in using it during counselling. It will be an added advantage for you when compared to other general category students.

I have mentioned the eligibility criteria for Aiims pg for 2021 exam.
Aspirants must hold an MBBS degree from any university which is recognized by the Medical Council of India (MCI).
Medical graduates should complete their 12 months of mandatory rotating Internship on or before January 31, 2021.
to be eligible for AIIMS PG 2021, a candidate must have provisional/ permanent registration of MCI.

Technically they should give an allotment to you since the payment did come through but just to be on the safer side of things it would be better to write a mail to them regarding the condition and attach all the necessary and related screenshots. You can try calling them as well just to make sure there are no issues.

NEXT (National Exit Test) is proposed to be conducted after 3 years from the day of passing of NMC bill. Since NMC bill was passed last year, the first NEXT exam is probably going to be conducted from 2022. The first batch to appear for it will be 2K17 batch.
So no, you wouldn't be giving NEXT in 2021 even if you take a drop year. You would still be appearing for NEET-PG.

According to official website of AIIMS entrance exam for AIIMS-PG (MD/MS/M.Ch (6 years) /DM(6 years)/MDS) will be held on 8th of November 2020 and the results will be notified on 17th of November 2020 . Furthur dates of seat allocation and counselling will be declared later.

This year the PG examinations of JIPMER, PGIMER, AIIMS and NIMHANS has been combined and INICET is introduced by AIIMS, New Delhi.
For RUC generation generation fill in your basic registration form. After filling the basic registration form login to the basic registration tab again with your credentials. Below the general links area you will find a "Generate code" link. Click on that and generate your code.
If you are unable to generate code then nothing to worry about because the date of RUC generation is from 6th October 5pm to 26th October 5 pm.
