NCERT books of 11 and 12th are more than enough for JIMPER for concept clearing. But you should also use other books for different types of questions. Also don't forgot to solve previous year papers.

As per the existing rules and regulations, private candidates are allowed to appear for AIIMS MBBS and JIPMER MBBS entrance examinations as neither of these institutions have any such restrictions as long as the candidate has completed Class 12 from a recognized Board. Infact, as per the Delhi High
We can't say that for 2019. But this year a s per NEET 2018 brochure, private candidates are ineligible. The exact words of the brochure are “Candidates who have passed 10+2 from Open Schools or as private candidate shall not be eligible to appear for NEET (UG).”
