I am afraid you won't be able to get admission in either of the two campuses. The puducherry campus had an opening rank of 13 and closing rank of 53. The Karaikal  had opening rank of 59 and closing rank of  318. Check out the link below to predict

yes, eligible means eligible for counselling but sorry to say that your percentile is way too less for admission.i am teling you this because eligibility for counseling doesnt ensure you a seat.
