You can select the OBC category in the JIPMER application form 2019.

If it separates the Creamy and non Creamy Layer, then choose the Creamy Layer OBC option. 

If not, just choosing OBC is enough for completing the application 2019.

First of all you should be having Anexure Certificate for apllying in Economically Weaker Sections category of Jawaharlal Institute of Postgraduate Medical Education & Research (JIPMER) and yes you have to submit your EWS certificate at the time of feeling application form for JIPMER.

Jawaharlal Institute of Postgraduate Medical Education and Research (JIPMER) 2019 is a national level exam which is held for 200 MBBS seats available at JIPMER, Puducherry (150 seats) and JIPMER, Karaikal (50 seats)
