No the registration dates of neet 2021 have not been released yet. However it is expected that the registration process would start in past week of January. I am extremely sorry to tell you dear but if you want to become an eye doctor i. e ophthalmologist, then you cannot become it without qualifying Neet examination.
This is because,
To become an ophthalmologist need to do MD or Ms ophthalmology and for that you need to first be an MBBS graduate and admission in MBBS is through Neet examination . Thus,there is no way without qualifying Neet.
Here's a brief of how you can become an ophthalmologist :-
* For becoming a ophthalmologist , you need to become a doctor first and for that you need to do MBBS
*Admission in Mbbs is through NEET examination, So, along with your 10+2 keep preparing for Neet examination
* Pass your 12th with at least 50 % in aggregate of PCB ( in theory +practical) in 12th examination if you belong to general category , or at least 45% in aggregate of PCB if belongs to ph category or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st to be eligible for neet.
*Appear for Neet examination and qualify it
*Then attend counselling and then on the basis of marks or Rank obtained by you in NEET examination you will get a seat for MBBS in a medical college .
* After the completion of MBBS, you need to appear for PG entrance examination, currently, some of the PG entrance examinations include:-

-) AIIMS PG
-)PGIMER
-)JIPMER PG.

As per the latest update, interacting in the webinar, Education Minister said that "The students will only have to study the revised syllabus for their CBSE board exams and for NEET 2021 questions, will be asked from the reduced syllabi. Further the authorities will release the new syllabus of NEET 2021 pdf soon, along with the application form and information brochure.
