In Gujarat, caste certificates are typically issued by the Mamlatdar or Deputy Collector. The term "Niyab Naamak" is not commonly associated with the issuance of caste certificates in Gujarat. It's advisable to verify the issuing authority's designation and consult the FMGE guidelines or contact the National Board of Examinations (NBE) for specific requirements.
