Candidates who qualify for NEET 2025 are required to fulfil the eligibility criteria and complete their application forms for counselling. The authority then prepares and publishes the NEET state-wise rank list for 2025 based on the information provided during registration and the NEET UG score.
Some states publish the provisional NEET merit list that includes the details of candidates. These candidates must appear at the designated venue for the verification of their documents and certificates. Once the verification process is done, the state authority issues the final NEET state-wise merit list for 2025, which is used for the counselling.
The students' state wise rank and All India rank are different. The NTA declares the NEET all-India rank of students along with the declaration of the NEET result 2025. Whereas, the state-wise rank is released by the respective counselling authorities in the rank list of the state.
To be eligible for the state rank list of NEET 2025, students need to qualify for the NEET UG exam. To qualify for the exam, candidates must have secured the NEET 2025 cutoff marks to be eligible for counselling. The NEET 2025 cut off and percentiles are provided below.

In case two or more candidates secure the same marks in the entrance examination and apply in the same state, then the following tie-breaking criteria are applied.
Candidates with higher marks or percentile scores in Biology will be ranked higher.
If the tie remains, candidates with higher marks or percentile scores in Chemistry will be given preference.
If the tie persists, higher marks or percentile scores in Physics will determine the rank.
If the tie is still unresolved, candidates with a lower ratio of incorrect to correct answers across all subjects will be prioritised.
If necessary, a lower ratio of incorrect to correct answers, specifically in Biology, will be the next deciding factor.
If the tie continues, candidates with a lower ratio of incorrect to correct answers in Chemistry will be ranked higher.
As a final criterion, candidates with a lower ratio of incorrect to correct answers in Physics will secure a higher rank.
