The remaining 15% seats from all government medical and dental colleges will be reserved for aspirants under All India Quota. The seat allotment of such aspirants will be done by Directorate General of Health Sciences (DGHS) on behalf of Medical Counselling Committee (MCC) based on the NEET 2019 marks.

As per the eligibility criteria of Kerala MBBS BDS 2019 merit list, it is mandatory to qualify the NEET UG exam by securing the minimum qualifying percentile.
The cutoff of NEET 2019 must be secured to qualify the undergraduate medical entrance exam. The marks equivalent to the minimum percentile will be declared along with NEET 2019 result by June 5. Check the previous years’ percentile and marks corresponding to it from the table below.

In case the marks of two or more candidates will be same while preparing the Kerala MBBS merit rank, then CEE, Kerala will follow the inter-se merit method as mentioned below to break the ties.
Firstly, aspirants with higher marks in Biology will be considered for a better rank.
If the tie still exists, the candidate’s higher marks in Chemistry will be preferred for the preparation of Kerala MBBS merit list.
If the tie is still there, then aspirants with lesser number of incorrect responses will be ranked above than others.
At last, a student elder in age will be allotted higher rank.
The merit list of Kerala MBBS BDS 2019 has been released in online mode
Kerala MBBS 2019 merit list has been published for all registered and eligible aspirants.
On the basis of marks obtained in NEET 2019, the state merit rank is prepared.
Students will be called for counselling based on the Kerala MBBS state merit rank.
Once the merit list is published, the eligible students will be called for Kerala MBBS counselling 2019 process. Aspirants whose name will be listed in the merit list must fill their choices of colleges and courses through online mode. Based on the state merit rank, choices filled, seat availability in a particular college and reservation criteria, Kerala MBBS/BDS admission 2019 will be granted.

Dear Banu, under Rights for persons with Disabilities under Benchmark disabilities, auditory disability should not exceed 40% to be eligible for PWD reservation in NEET. Now you haven't mentioned the disability percentage and so that it makes it difficult to guess. MCI has approximately 20 approved disability assessment centres which are listed in mcc.nic.in. You can get assessed at one of these centres. If the disability is more than 40% then you are not eligible for PWD reservation but will be considered for category reservation if applicable.
