The NTA (National test Agency) conducts India's single largest medical entrance exam, the National Eligibility Cum Entrance Test-NEET once every year in pen and paper (offline) mode.
The authorities will release the revised exam dates of NEET-2021 very soon.
The application form will not start still now but it will be start in the first week of December 2020 means in few days along with the official brochure on the official website ntaneet.nic.in

After Round 2, an All India Rank of 269465 secured a seat in Dr. DY Patil Medical College and Hospital, Pune under SC Category. That was the closest rank to yours. And this was a Management Quota seat and D.Y. Patil is a Deemed University. So with your rank, in the Mop up round, you can only get Deemed Universities under Management Quota only. Government Medical Colleges will not participate in Mop up round because the seats lying vacant after Round 2 are transferred to the respective States to be filled under State Counselling. Yes, you are eligible for AIIMS Seats but not for 15% All India Quota Seats of other GMCs.
According to Counselling Scheme Brochure of MCC, the Candidates from the J&K Union Territory are eligible for the Counselling of following Medical Colleges:
1. All AIIMS
4. Deemed Universities
So according to this, you can register for MCC Counselling, but Round 1 and Round 2 Counselling process is already over and next round is Mop-up Round and the Possibilities for Vacant Seats in Mop-up Round for AIIMS, JIPMER & BHU is very low.

*KEAM is an entrance exam for admission in Engineering and B. pharmacy course in the institutes of Kerala. You don't need to appear for KEAM. The admission in MBBS is based on merit in NEET. Commissioner of Entrance Exam, Kerala will conduct counselling for 85% state quota to fill the seats in MBBS/BDS.A merit is prepared based on the scores of the candidates. The application filling for the counseling will be done in 2 phases. First phase started from February 1, 2020 and the last date to apply if February 25, 2020.
